Both heating methods have their pros and cons.
Personally, I use propane on a single tier. On very cold days brewing outside, I have thought about converting to electric, but i'll probably stick with my setup.
The time commitment to build either one is probably about the same.
There are a ton of good builds on here, so search around. In the meantime, Kal's electric brewery is a top-notch electric setup and many of the electric breweries are versions of his design.
Here is my build thread. I've made around 300 gallons on this setup so far.
Your options are endless really, search around to get an idea of what you want, then ask about the details.
