Yeast starter at 27 hrs look ok?

It looks nice and milky to me. I think it might look a bit browner than some other starters because of the shadows, but it should be good.
 
Only second yeast starter - what size is normal? How much water and dme? This is 1 quart and 1/2 cup dme

Use a calculator like the one at mrmalty.com or yeastcalc.com to determine what size of a starter you need based on the gravity of your beer, size of the batch, how old your yeast is, and how many packs you can start with. I always just use one pack/vial to make my starters and just up the size based on what mrmalty tells me.
