10 days ago I brewed my third batch of home brew. My previous batches turned out well and i wanted to try another extact kit It was an brewmaster bock extract kit and the OG was 1.068. The final gravity wa to be 1.018 in 10-14 days. I am at 1.028 after 10 days and no visible fermentation at 60 to 63 degrees in the air lock. Is fermentation done? Do I need to pitch more yeast to complete fermentation? Please help this noob trouble shoot the problem.

I don't believe you need more yeast.
I'd give it some more time another 4-5 days then take a gravity reading.

If it's still at 1.028 you can try warming the temp. up a bit to 68 and gently swirl the fermentor a bit to rouse the yeast.
This should help bring the gravity down.

Patience my friend... larger beers take some time to come around. The good Dr has it right.

Thanks Dr. I will wait a few days and check the specific gravity again. If I still do not get near the expected final gravity I will follow your advice.
