I have one but have never used it. The LHBS was selling them once for $20 with airlock, stopper, and racking cane.

Edit: I did use it once, to store fresh tap water in preparation before hurricane Sandy hit.
 
I've done sour beers in something very similar, in fact I have 3 batches of sours in those barrels right now, but $35 seems overpriced.

I can find them brand new, used once (and then it was used with a liner, so essentially unused) locally on Craigslist for $15. They're sold often on there marketed for 'Preppers' but they're food grade and clean.
 
Talk to your LHBS. Mine gets their liquid malt extract in similar barrels and they give away the empties for free. I picked up two 15 gallon drums that I'll eventually tie into my RO system. I don't know that I'd recommend them for souring though...seems like they'd have similar O2 permeability as a bucket, so they might allow too much for long term souring. Also, they seem like they'd be a bitch to clean.
 
I used my plastic carboy and had no carry over. Clean and sanitize your equipment and it isn't a problem.
