Solid Rubber Stopper

When does one use a solid rubber stopper instead of an airlock?

For me, never. I don't even have one. In my 1 year 2 month experience I have not seen any reference for using one except to have one to make a custom sized hole in it.

I use them when I'm not using my Carboys but have already cleaned them

I store bulk grain in an extra fermenting bucket with a solid stopper to seal it up.

they are great when you're cleaning your carboy. i like fill my better bottles with PBW and hot water and shake it real good. the solid stopper is perfect for this.

Normally dont use them at all for any steps in brewing,

They can be useful for cleaning, and for capping aging sour beers on their long, lonely road to maturity. They just need to be "burped" every other week or so.
