Hey stupid question I got my IPA carbed up to where I want it so do I keep it at the same pressure 9 psi @ 40 deg or bring it down?

Keep it there. If you drop it, the beer will slowly lose carbonation as its consumed.

yah, keep it there. As the keg empties the pressure will be kept the same and the carbonation should stay where it's at now.

If you run into foam problems change the length of your beer line or look for warm spots in the line/shank/faucet. Pressure does not necessarily equal foam.
