Brewed a RIS back in February.
Had mash temp/efficiency issues, but not too bad.
It bulk aged about 5 months. Added about 1/3 or 1/2 pack of bottle conditioning yeast to bottling bucket after racking enough beer to cool priming solution.
Mixed gently and thoroughly.
Bottled as normal.
No carb at 3.5 weeks.
Turned over and gave a gentle shake to each bottle a week ago. Still no carb going on 5 weeks in the bottle.
It really is delicious and I don't want to drink it flat.
Guess I could pop the top on one, add a sprinkle of yeast and sugar.
Any suggestions or ideas?

Not an expert on this subject but I think your on the right track with opening the bottles to add more yeast/sugar.

I brewed a stout last year that aged on oak for about 5 months. I did not add extra yeast at bottling and it carbed up fine but took about 6 weeks. Very weird that you did add the extra yeast and it still did not carb.

Same experience, same result. Last time this happened to me, it simply took a (really) long time for the bottles to carb up - like, between 6 months and a year...
