I cut off a section of root that was headed toward the neighbor's yard & planted it, believing that cuttings from a year 2 wouldn't grow (..think I read that somewhere). Now that it has sprouted, can I hope for a normal, healthy plant, or will it be abomination?
 
It's not that rhizomes from a 2nd year palnt won't grow(as you have seen), it is that it is not generally done for plant strength reasons. Generally most w8 till 3+ years to get cuttings to ensure a well established crown. However things and needs are as they are, if you need to transplant the crown or eliminate evasion(as is your case) go ahead you will not get a genetic abboration
