Recipe critique: English Pale Ale

Looking for some thoughts on this one. Going for a British Style Ale. Brewed two weeks ago and just tried a sample.

8 lbs Maris Otter
2 lbs CaraStan
1 lb Flaked Oats
0.5lb Brown Malt
0.25 Chocolate Malt

1 oz EKG 2 @ 60 min
1 oz Northdown @ 20
1 oz Progress @ 10
1 oz Pilgrim @ 5
1 oz Fuggles @ 0

Wyeast 1098: British Ale

OG: 1.058
SRM: 17
IBU: 42
Est. ABV: 5.6%

Impressions are there is no hop presence at all. Zero - despite the number of later additions. Not sure what happened there. Malts are very noticeable in the aroma and it is very bitter. I'm not liking what I'm tasting so far. This could be the first truly bad batch I've brewed in 30+ attempts. Discouraging.

Give it time? Appreciate everyone's input.
 
The recipe looks good. except that pilgrim hops are used for bittering (very sharp). I've tried them as 30 min additions also, but they seem to give a harsh taste.
i would suggest hops @:

.75 oz Pilgrim @ 60min
.50 oz Northdown @ 20min
.50 oz Progress @ 10min
1 oz EKG @ 2min
this will give you an IBU slightly above 45

Thanks. Copy/paste error that I've since updated. Fuggles was the final addition at 0 min. But it sounds like Pilgrim was the culprit. My research said it was dual purpose, and as a flavor/aroma addition you'd get spicy and earthiness with notes of citrus. Not so so much. There is literally no hop aroma or flavor. Hopefully it emerges in a few more weeks.
 
According to Randy Mosher, hop bitterness 1/2s after 6 months.
I overbittered a red ale last December and really enjoyed a bottle about a month ago.
