Reagitate if moving fermenter to warmer temps?

I brewed my first ever batch yesterday afternoon, an Irish Stout Extract kit. No signs of fermentation yet. I thought my basement would be an ideal place, but might be a bit too cold. It's right around 63 or 64. The temps on the kit's yeast read 64-70. I wrapped the bucket in towels, but that didn't help warm it at all.

Am I just being too impatient, or should I move it to a location on floor up and a few degrees warmer. And if I move it, should I open and regain ate or do anything else? Or is just moving it enough?
 
You are not being patient, pretty simple.........

Fermentation can take up to 72 hours to start. This lag time is dependent upon how well the wort was aerated, pitch rate of yeast and temperature. In your case temperature does not appear to be the issue. Just give it time and it will take off just fine:)
