I've been on the fence about refilling old sour bottles with homebrew. Will the standard rinse and starsan method kill any of the leftover sour bugs?

Yes, basic cleaning and sanitation will take care of any bugs. Souring bugs are everywhere around us...in your house, your yard, on counters in your kitchen, etc. Even your bottles from non-sour brews have bugs on them. That's why you have to clean and sanitize. There's no reason to throw them away if you sanitize well. I usually run all my bottles through the dishwasher (minus soap) on the sanitary setting.
