When adjusting AG recipes for my poor newbie efficiency, do I need to up only the 2-row, or the specialty grains as well?

For example, the recipe I'll be brewing this weekend was based on 85% mash efficiency, grain bill is as follows:

6 oz Amber Malt (english)
13lb 2 row

I was going to calculate my recipe based on 65% efficiency. Do I up the 2-row only, or the amber malt as well?

Scale all your ingredients based on efficiency.

Of course, in this case it's only a 2oz difference so I'm not sure it matters a whole lot.
