Question about dry hopping

I have recently brewed a couple of NB NE IPA kits, and in all of them they have the first dry hop going into the beer at high krausen, with the second at the normal time of around 5 days before bottling. Just wondering if anyone knows the purpose of putting them in then....what does it do for the beer?
