question about dry hopping

I am making my first recipe that calls for a dry hopping (Stone Ruination). I am using pellets, my question is do I add the pellets before or after I transfer the beer to the secondary? Sorry, just the instructions I was given doesn’t say, and I don’t want to mess it up if I put the hops in after and it just ends up sitting on top and not adding the flavor it’s supposed to. Any help is appreciated.
 
Do you happen to have a hop sack? If so, add your hops to the sack and put into secondary before you transfer your beer in. People will sometimes weigh down their hop sack so that the hops don't float.

If you don't have a hop sack, don't worry. Just put the hops in first and transfer on top of them. The hops will float, but not to worry. It will still be effective.
