Pre-Boil SG Reading

Why do most brewers take a Pre-Boil SG Reading? I always take SG reading before pitching the yeast and another SG reading after fermentation. If you have to boil for 60 minutes, I am having a tough time understanding the reason for a Pre-Boil SG Reading. Sorry for the newb question.
 
So if you miss your target high or low you can adjust with dilution, DME/LME or extra boil time.

If your shooting for a specific OG, and know your systems boiloff rate you can calculate the SG. The hop additions are based on these numbers. If you are too low you can add dme pre boil.if you are too high you can dilute and increase your hops linearly. Or in either case, you can adjust your hop additions. The boil gravity is instrumental in calculating hop utilization.
