I recently moved up to a 10 gal brew but still use two 5 gal fermenters. Is it possibly to use one pack of yeast if I make a starter to get it multiplying?
 
Yes. You will need to calculate required pitch rates and do a starter large enough.

Sure, so long as you're not talking about dry yeast. For that, simply rehydrate and pitch one pack per fermenter if the OG is 1.060 or lower.

You may have to step up the starter once or twice to get the cell count for 10 gallons, especially if you don't have a stir plate.
 
I just built my stir plate and according to brewers friend's starter calculator it should be where I need it in one step.
