Oatmeal Stout OG1.080 now after 21 days it is 1.036 fermented around mid
60s Yeast is WLP013 should I let it sit or rack to 2nd ??

Racking to a secondary and off a ton of yeast is not going to help and will instead be counter-productive.

Extract or AG? If AG, what temperature was your mash?

More importantly, how much yeast did you pitch? Did you use a starter? How much did you aerate?
