Oak chips

When using oak chips should I add the chips to the wine or just the hot water that it tells you to pour over them ??

I don't put them in water, I just add them to the wine. I have soaked them in bourbon once or twice, but otherwise I put them dry into the carboy and then rack the wine onto them. They float for a while, then sink.
