Need help slow fermentation

If it's really at 1.040 after two weeks, I'd re-pitch.

If you are getting the current reading with a refractometer, it's not anywhere close to being accurate and will read much higher than the true gravity. Once fermentation begins, use a hydrometer.
 
Just had to check to be sure.

If you have one, a pack of U-05 would be a good second pitch for this.
 
I had a mason jar with one inch of fresh washed 1056 I pitched last night and this morning fermentation has improved considerably

With that extra fresh 1056, you ought to be good.
