I've decided to make the jump into Lager - I bought a kit from my LHBS

The kit came with dry yeast (saflager s-23)

The temp on the yeast is 51-75F Ideally 51-59F

My question is do i need to make a starter for the dry yeast

I've been told that a starter with dry yeast is not recommended

but i've also been told that you must make a started with lager yeast
 
Check with one of the brewers software, or online aids. It will tell you how much yeast to pitch. If there's enough in your dry packet, then the problem's solved. If not, get another packet and figure out the amount. Dry yeast packets already have more yeast than the liquids. Hydrate your yeast per the instructions on the packet. Google your specific yeast strain.
 
Yeah, you want twice as much yeast with a lager as an ale. Pitch two packs for a drastically better beer.
