More "Ebay aquarium controller" woes

So I ordered one just over a week ago and got it in the mail today! Since I had my box mostly built from a previous project, I plugged it in and it seems to work... mostly. I'm able to input the parameters I want. When the "cooling" clicks on, there's no power to the leads. When "heating" clicks on, there's no power to the leads. What gives?! I'm testing for power right at the terminals on the controller so I know it's not a connection elsewhere. Has anyone else seen this issue? I guess I'll just have to email the guy and try to get a replacement.

there shouldn't be power to the leads - it functions as a switch, not a power source.
