I have a Belgian Pale Ale Kit from MoreBeer. I was thinking about adding a few OZ of Cascade Hop Pellets throughout the boil to make it more of a Belgian-style IPA. I'm just looking for something a bit more bitter and fragrant. Is this a terrible idea?

Of course it's a terrible idea. Go for it! How do you suppose new recipes are created?

I'd suggest you use some kind of software to determine how bitter this might turn out with the additions and to choose where to add them to get the bitterness and flavor and aroma you want. Hops added early in the boil will lose nearly all their flavor as they add bitterness, late it the boil adds little bitterness but some flavor. Dry hopping will add aroma only.
