Mildew/mold on dried hops

A friend of mine grew and dried these Williamettes in his dehydrator. Unfortunately, I didn't freeze them as quickly as I should have. They still smell fine, and it looks like only the ones on the outside are furry. Are they salvageable? Also, does this mean they weren't dry enough?
