Microbrewery/taproom Location

I've been looking for a location in the Dallas area to start a microbrewery / taproom. I've reached out to many places but the don't allow me to do both. Does anyone know what zoning requirements are needed to be able to sell beer on and off premises?

Sounds like a call to the Dallas development services office would be a good idea. Urban planning should be able to point you in the right direction.
