What would be the best way of doing this. USPS is my only real option. I might be able to use DHL, but I do not know if they have a policy against mail beer. I think UPS does.

Mainly need ideas for safe packaging.

Packing I can address. I roll a double layer of bubble packing (the big bubbles) around each bottle using strips that are about 4-5 inch longer than the bottles. Then I pack both ends of the tube with more bubbles.
 
Don't use USPS. It may be against UPS, FedEx, or DHL policy (it probably is), but it's also against USPS policy, and unfortunately being against USPS policy means that it's against Federal law ;)
 
Trying to ship overseas, I would suspect that DHL is your best bet. If anyone asks, you are shipping sampes of various strains of yeast, for lab analysis.
