Low Attenuation with Lager using S-189

2 months ago I tried to brew my first lager (all the while brewing ale). So I kick start with DME (4.4 lb) and flake wheat (0.9 lb). Using Saflager S-189.

4 gallons / OG 1.049 / S-189 (0.39lb) 1 bag rehydrate 82F 40 minutes

fermentation 54F - 12 days
Diacetyl rest 68F - 4 days
Cold Rest 35F - 42 days

I bottle up yesterday and notice the FG was only 1.018.

Hence, OG 1.049 - FG 1.018, attenuation is 63%.

Does it seems normal? Any experience to share? Should I add additional 1 bag of yeast if ferment at 54F to increase attenuation?
