Last bottling session, I had a few o2 absorbing bottle caps that did not make the cut and were not used for bottling. They were soaked in SanStar for the entire 5 gal session and were later laid out to dry. should I toss these caps or toss them back into the caps stock and use at a later date?

Use. Don't expect O2 absorption.

Then again, I'm not sold on O2 absorption when they are fresh.

I'd use them. But, I think the oxygen absorbing properties would probably be done. My recollection is that they are activated by moisture.

I typically use regular caps.

I agree, there may be some degree of degradation of O2 absorption, but I would use them. I have used the O2 caps and am not convinced they do anything different.

Regular caps unless you are going to store bottles for a couple of years or more.
