Well I brewed a Coffee RIS. All went great but I completely forgot to add licorice the recipe called for. Could it be added after fermentation...say dissolved and cooled in boiling water and added when kegged? I will be adding cold brewed coffee when I keg it as well per recipe. Or is it best to leave it out all together?

My preference would be to leave it out. But that is because I don't like licorice.. I would think you could add it with the cold brewed coffee. If it was originally going into the boil you might want to use less as none of it's contribution will be lost in the steam.
