I just started reading about this today. Can a home brewer not make a lager?

You can make lager. The big difference is that lagering requires more time and also requires a refrigerator with an adjustable temperature control because lagers require precision temp control.

BTW Welcome to the forum. Take the time to introduce yourself in the introductions section and let us know more about your brewing interests.

If you have room in your fridge for a fermenter, you might be able to get away without using an additional temperature control. I use my fridge's built-in control and set it on 1 ( least cold ) and it lagers at a perfect 50F. Try it out before you go thinking you need to drop 50-60 bucks on a new thermostat or temp controler - it might not be necessary.
