Yes, lactose will raise the gravity, both the OG and the FG. Its a non-fermentable sugar.

It raises in proportion to the amount used. There are charts and calculators out there.
 
For a 5 gallon batch, I wouldn't think you'd go more than 1# of lactose. It will probably bump up the OG a few points, but as malkore pointed out, it is non-fermentable. It will lend a nice sweet (not too much) taste to the beer. I made a milk stout once and it turned out great.
