Lactose and boiling

I'm wanting to do a milk chocolate stout using a LME. I recently picked up a LME kit for making stouts but it came pre-hopped. My question is, with my kit being pre-hopped do I need to boil the lactose for a certain period of time, or should it be dumped into my carboy?
 
Last 15 minutes of the boil. It needs to get dissolved in, and it's always a good idea to make sure anything that gets added to your beer is sterile. Adding it to the boil is the easiest way to do it.
 
Thanks for the quick reply Revvy. Looks like I'll be boiling my water for 15 minutes with some lactose and cocoa in it. So the process should be...

1) Pre-boil 2 gallons of water, then put it in the fridge/freezer to cool
2) Boil the lactose and cocoa in 3 gallons of water for 15 minutes
3) Add LME to the boiled lactose/cocoa water.
4) Add in cooled water
5) Cool the entire 5 gallons down to fermentation temps and pitch yeast
