is this normal?

Hi Guys,
My brew has been in the secondary for about 3 weeks. I want to bottle tomorrow and I took a peek at it tonight and saw some "suds" at the top. Not a lot, but it looks like a beer at about 2 minutes after being poured.

Is this normal or is it a sign of something else?

More than likely when you racked you kicked up some fermentation again, and even had a bit of a krauzen forming, and then it fell. And the foam is the remains of that. No surface of any beer is ever free of anything. Even the CO2 coming up from the trub in the bottom will lift stuff up.
