8lbs ultralight malt extract

Steeping Grains:
1lb Vienna
1lb Brit Crystal 50/60L
1lb White wheat

Hops:
0.5oz Magnum @ 60
1oz Galaxy @ 20
1oz Galaxy @ 10
1oz Galaxy @ Flameout
3oz Galaxy Dry Hop 7 days
 
If you'd like to use Vienna and White Wheat you could do a minimash.

Brewtoad seems to indicate you'd end up getting around 1.084 with an IBU of 52 (0.61).

Are you going for a specific style or brewing to taste?
 
More taste. I love Galaxy hops, and want an IPA that is Galaxy forward.

Along with the crystal 60? That's a lot of specialty malts. You shouldn't need it for head retention with a beer that big. The crystal 60 should be all you need.

If you were already going to steep the three pounds of grain, just go ahead and mash it in the bag since, as others have mentioned, the Vienna and white wheat need to be mashed.

Agreed. If you "steep" in about a gallon of water at 150* it will be a mash.
