Is there a way to measure the strength of Acid Malt?

I use Bru'n Water for my mash PH calculations. I use straight RO water from my home system. I've gotten great results in beers that don't require acidification to adjust the PH down. Even with RO water there are many recipes that call for some acidification to get within PH range.

I like using Acid Malt for the adjustment, as it can go in with the grains. My problem is that I seem to always miss my target when I use it. I am typically .2 below my target when I use the prescribed amount. I have had some success using 1/2 the amount called for, but it seems a little unpredictable. I am wondering if my acid malt is stronger than typical?

Is there an easy way to test the acid strength? Could I do some kind of mini mash in a coffee cup or something to test it?
