Is my co2 tank filled?

I stare at it, I heft it, I give it a shake. The best I can do is shrug my shoulders and walk off from the weld shop, assuming they were honest with the swapped tank. Is there a way to guage the fill of a tank?

When they say 5lb or 10lb with tanks is that the filled liquid weight of the gas?

Yes.

The tank will have a 'tare weight' stamped on it, which is the weight of the tank when empty. If you can weigh the tank full, subtract the tare weight and you'll have the weight of the gas in it.
