Is 65F Degrees a good temp for ales or should I move it to 70-75F

Had alot of junk on the bottom. A few clusters on the top. The gunk ring around the inside... I guess all is well. It sure smells like Newcastle.

Is 65F Degrees a good temp for ales or should I move it to 70-75F
 
My next is a amber lager. That requires a colder temp if I am correct.
My beer fridge gets up to about 40-42F. Is that to cold?
I notice that some people wrap Ice pacs around there bucket. Is that what this is for?
