I've got an IPA extract kit from More Beer on the way. I have a 1/2 ounce each of Northern Brewer and Fuggles hops in the fridge and am considering adding them to the kit. Here're the numbers for the kit:

OG: 1.060
SRM: 10
IBU's: 84
ABV: 6%

What would be the best way to use these hops? 0 mins? dry hop? not at all?
 
If it's an English IPA, add them as dry hops if you find the beer is lacking aroma when you sample it (after fermentation). If it's an American IPA, don't use them at all.
 
What are the other hops? I've found that using multiple hops can give an IPA more flavor/aroma than massive doses of one or two hops.
 
I haven't gotten the kit yet but here's what the site says:

9 lbs LME
6 oz of Magnum and Glacier Hops

I would guess this is a total of 6 oz, probably 3 and 3.
 
Terrapin's Rye Pale Ale uses Fuggles at 30. Northern Brewer is a good bittering hop. I believe Oskar Blues's Gordon used NB for bittering.
