IPA - 7 days in primary and still bubbling...

I just brewed an IPA and after 7 days in the primary I am still getting 9-10 bubbles per min. in the airlock. This is the only time I have had this much activity in the primary after a week. I am planning on dry hopping with 1.5 oz. Cascade in the secondary, so my question is: Do I rack into the secondary now or wait until activity in the primary has ceased? Thanks!
 
Thanks for the replies guys! I was primarily asking because I am going to be out of town from April 18-28th. Is there any harm in dry hopping in the secondary with the 1.5 oz Cascade for ~2.5 weeks and waiting until I return from my trip to bottle?
