IPA 1.025 after one week fermenting

Hi folks,
I just brew my first IPA last week, and after one week at 59ºF~68ºF It has an initial strong fermentation but it reduce importantly on the last days. Actually, I reduce the temp during the last three days to 53ºF~59ºF. I just siphon it to the secondary fermenter but the gravity is on 1.025. Do you think that I need to pitch again, or do I have any chance to improve its fermentation?

By the way I will put my fermenter in a dark side in a 66ºF~71ºF, that is the upper limit of this yeast to let it work.

My original gravity was 1.043 and the yeast was US-05 Safale. I did an starter of 1.5 liters, and move the fermenter a little to improve the oxygen, but maybe not enough.

Letting the temp go that low probably caused most of the yeast to drop out and the rest to go dormant. Putting it back in a warm spot should restart it, if after a week you don't see a change in gravity, I would think about repitching.
