Ingredient help

So I am going to brew Briess's Goofy Juice Belgian Ale. I found a comparable yeast and I think I am ready aside form one blaring question. Sweet orange peel or bitter? Her is the recipe and please let me know. I am going to try and call them tomorrow but I rather here some homebrewer sage wisdom.

I think bitter is a better flavor for Belgians, but others may disagree.

I could have sworn I already posted a second question to this but I guess I will try to post it again. The hop bill for this calls for a halltertau 6.5%AA. I can only get Mittle...at 3.2%AA. Do I need to double the dose of hops to 2.5oz or is this not how AA% works. Sorry for the noob type question but I kinda am and this beer is for graduation next march so I want it to be as perfect as possible. Thanks in advance.

Someone out there has to have some input on the hops for this recipe. Anything would help at this point.
