infection?

Yup. I don't have a lot of knowledge on the subject, but this is definitely infected.

it's a coopers fermenter bucket.

What's my best bet for cleaning this? Soak with a little oxy clean?

I would clean it with a brewery cleaner, then let it sit for a day or two with a proper ratio of bleach & water. Then reclean with hot water and oxy clean. Then sanitize as normal for your next batch.

also, examine for scratches. If it has some I would probably use the bucket for grain storage or something else.
