Presuming it's a bunch of guys there making it? Question is, was it for personal use or were they selling it?
Or is the issue that the setup was in public property?
They probably could have had the same setup in someone's basement with no problem -

It's illegal to have more than 15 gallons at one time. They had more than 100 gallons.
