How much grain and water to make a All Grain yeast starter?

Hi everyone.

The LHBS is closed today and I need to make a starter. I have no DME!

How much 2 row in how much water would I need for a 1 or 2 liter starter?

I'd use 1.5 of grain in 3 quarts of water, and then sparge with another two quarts and boil. That should give you a liter, more or less, of 1.040 wort. If my math is right.
