How big of a step up on a yeast starter is too big?

Is pitching 1 package of WY1318 into 3L of wort too big of a step-up?
 
It depends how old the yeast packet is.

For example, using the mrmalty calculator, 1 smack-pack of one month old ale yeast in a 3L starter on a stir plate will give about 320billion cells.
 
I regularly pitch older yeast (6+ months) into 4L starters. My only variable is time, some yeasts finish up in three days others take a week on the stir plate.

Cold crash and decant.
