I like to dry hop my Ipa and pale ales... I noticed today that one bag of hops said 8.3% AA and the other was 4.7%. What gives? Which is better to dry hop and why?

Since you have to boil the hops to get the alpha acids to isomerize, neither are going to contribute to the bitterness. Short answer, it doesn't matter with dry hopping. They will contribute many other compounds, but the AA isn't a factor.

AAs have nothing to do with dry hop flavor. Use either.

But ..... I recommend using the lower AA hops, so that if you want these hops to add to IBUs in a future brew, the higher AA hops will be better for that.
