Hop Utilization with late extract addition

I have scoured the forums, and I am unable to find a clear answer. I do primarily partial mash and extract brews. I usually am using LME.

Is there a difference in hop utilization or flavor of the beer with a late extract addition (for example flameout) after making a hop tea versus having the boiling extract mingle with the hops for the hour or so during the boil?
 
For hops the answer is yes there is a difference. However, it is negligible at best. You are talking about tenths of a point on the IBU scale.

For flavor, there is more of difference. Late additions are primarily done to prevent caramelizaltion of the extract over prolonged boil times.
