Honey Oatmeal Pale Ale Suggestions?

My brother and I are brewing a new attempt at HOPA (more if a honey ale that is pale than a honey apa) soon and wanted some suggestions on the recipe.

Realized after a tour of Fort George (Sunrise OPA) that they use a very simple malt bill - just oats and 2 row - and wanted to simplify ours but add some delicious honey flavor to the mix.

Basically trying to make Winnie the Pooh in a bottle...

Here's my formula:

7lbs 2 row
2lbs honey malt
1lbs flaked oats
8oz rice hulls
2lbs orange blossom honey (pasteurized and added to primary after 3-4 days)

1oz citra first wort (20 min)
.5oz citra @ 60 min
1oz citra @ flameout

I need some advice on yeast (wyeast am ale or London ale?)

Is that too much honey malt and oats? Trying to make this beer REALLY taste like honey oatmeal without being too ridiculously unbalanced (hence all the citra). Is there another hop/hops that would work better for this beer?

Any and all help appreciated!
