There are a few members in Japan that used to post here. If I remember correctly, it was illegal in Japan to make anything over 1% beer, although that didn't seem to stop any of them.

Someone will know what their user names were and maybe you can PM one of them and get a better answer.

I used to have a link with a more detailed discussion on homebrewing in Japan, but menschmaschine's link pretty much covers it.

Brewing beer over 1% is illegal in Japan, but it's not one of those laws that are really enforced. The bigger obstacle is finding a decent homebrew store.
