So I brewed my first all grain batch yesterday,go to the basement this morning it's fermenting, but it's at about 78 degrees. So I filled up a tub of cold water and stuck it in there is this the right thing to do?

Yes. You might want to add some bottles of ice regularly to keep correct temps. Goodluck

If you can direct a fan or lay a box fan over the tub the direct airflow can cause evaporative cooling and drop your temp 5 to 8 degrees F depending on how dry the ambient climate is.
