help white spots on top

Ok I have white spots on top of the beer. I transferred to the carboy for the secondary ferment. With an og of 1.013 and after 24 hours I got these white spots. It's an extract kit from brewers best, I rinsed the carboy out with 1 tsp of bleach and 1 gal of water. Then rinsed 3 times and used star-san to disinfect. I don't know what theses white spots are.

It's not co2. Co2 is a gas that bubbles up. Those are yeast floaters with some left over krausen foam. It happens.
